MapGuard enhances emergency evacuation tools across the Baltics

Access to accurate and timely information during emergency evacuations is critical to saving lives. With the rising frequency of natural disasters and conflicts, the demand for reliable, rapid-response data solutions has never been more urgent.

In response, the European Space Agency (ESA), through its Civil Security from Space programme, has teamed up with Estonian technology company Guardtime to develop MapGuard - a cutting-edge mapping and data service. This system integrates data from satellites, drones, and ground sensors, offering emergency responders hourly updates and comprehensive situational awareness during crises.

MapGuard addresses significant challenges faced by emergency teams, who often rely on disparate tools and platforms for data and communication. By consolidating information sources into a unified system, MapGuard simplifies the planning and execution of large-scale emergency evacuations. The platform enhances safety, efficiency, and decision-making, enabling responders to manage crises with greater precision.

The service continuously compiles data from diverse sources to create dynamic, secure maps that guide emergency actions. Incorporating advanced cybersecurity measures, the system ensures data integrity and safeguards against tampering.

Developed in collaboration with several Estonian organizations, including the Estonian Land Board, REGIO OU, the National Rescue Board, and local municipalities, MapGuard aims to strengthen emergency capabilities across the Baltic region. The initiative also seeks to expand its reach, leveraging regional expertise to create a reliable, scalable solution.

By combining Earth observation with blockchain technology, MapGuard represents a significant advance in emergency response. It ensures responders can access trusted, real-time information to protect civilian lives effectively.

"The Civil Security from Space programme demonstrates ESA's commitment to protecting citizens through space applications. MapGuard shows how satellite technology can be directly applied to enhance civilian safety and emergency response capabilities," said Christopher Topping, ESA Civil Security from Space Programme Manager.

"This project addresses the increasingly important issue of trusted information for emergency responders as well as rapid integration of diverse datasets - as such it will ensure significant advances in of satellite data uptake for crisis response situations," added Gordon Campbell, Head of Enterprise of ESA's Earth Observation Directorate.

Kaarel Hanson, Guardtime's Vice President of Space Solutions, emphasized the importance of the collaboration, stating, "Guardtime is proud to collaborate with ESA on developing solutions to strengthen civil security, particularly in response to the evolving geopolitical challenges in Europe. Enhancing civil security capabilities is essential for safeguarding society. By leveraging near real-time data from space and ensuring robust data security, rescue services gain the accurate, reliable situational awareness needed for rapid and effective emergency responses."
